Creatine hydrochloride's main benefit is helping to build muscle faster and easier. This is thought to be due to an increase in the production and supply of ATP to working muscle cells. Creatine HCL is water soluble which means that it is more easily absorbed into the bloodstream.

For adults, take one (1) scoop one hour prior to working out with 4-6 ounces of water. Quik Creatine can be taken with food, mixed with your favorite protein, or on an empty stomach. Creatine should be consumed within 10 minutes after mixing.
Training: 1 serving per 100 pounds of body weight. Additional Support: 1-2 servings per 100 pounds of body weight.
Rest Days: Can take 1 serving per 100 pounds of body weight.

Supposedly the form of creatine used in Quik-Crete (HCL) is more readily available to your body, requiring lower dosages than regular monohydrate.Even so, the price difference means that those lower dosages will end up costing you more than higher dosages of plain old mono. Quite a bit more.
I didn't notice any difference in effect between this and regular monohydrate. Maybe you could argue that the tablet form of this means that you have added convenience as well, but this powder form takes that benefit away as well, leaving little point.
If you are one of the few who seem to respond poorly to monohydrate (feeling of boat) then give this a go, but if not your money is better spent on plain old mono.
I won't buy it again.
